
Marshall County Long Term Recovery Committee
The LTRC is Marshall County’s version of a COAD (Community Organizations Active in Disasters) or VOAD (Volunteer Agencies Active in Disasters).
COADs are local networks of faith-based, non-profit, civic, and government groups that coordinate resources, reduce duplication of services, and improve disaster response. Iowa COADs and LTRCs are supported by the Iowa Disaster Human Resource Council (IDHRC), these groups facilitate the "4 Cs"—Cooperation, Coordination, Communication, and Collaboration—to help communities prepare for, respond to, and recover from disasters.
- Purpose: Organize and mobilize existing local resources to assist in all phases of a disaster.
- Core Functions: Facilitating communication, improving coordination, fostering cooperation, and providing education for effective service delivery.
- Structure: Act as a network for local, state, and private organizations, allowing for a more structured, efficient, and less fragmented response compared to independent efforts.
- Partnerships: Work closely with local Emergency Management Agencies(EMA) and the State Voluntary Agency Liaison (VAL).
